DEval - German Institute for Development Evaluation

The German Institute for Development Evaluation (DEval) is a leading institution dedicated to the independent and scientifically based evaluation of German development cooperation. Since its founding in 2012, DEval has aimed to improve the effectiveness, efficiency, and sustainability of German development cooperation. This is achieved by providing evidence-based insights that inform the strategies, instruments, and programs of governmental and non-governmental organizations.

DEval offers a variety of evaluation services aimed at enhancing the effectiveness of German development cooperation. These include strategic evaluations, the development and improvement of evaluation methods and standards, as well as the promotion of evaluation capacities in partner countries. A particular focus is on supporting the Federal Ministry for Economic Cooperation and Development (BMZ) and its implementing organizations, as well as advising NGOs.

The mission of DEval is to contribute to the improvement of German development cooperation through independent and practice-oriented evaluations. The institute operates at the interface between politics, science, and administration, striving to provide valuable evidence for development policy decision-making. Transparency, independence, and scientific excellence are core values that guide DEval in its work.

Sustainability is an integral part of DEval's work. The institute evaluates measures to reduce greenhouse gas emissions and promote access to green energy in developing countries. DEval is also involved in projects aimed at strengthening resilience in fragile contexts and enhancing the role of partner countries in the evaluation of development cooperation. These initiatives contribute to achieving global sustainability goals and increasing the effectiveness of development cooperation.

DEval maintains strategic partnerships with international evaluation and research organizations to promote an evidence-based dialogue on improving development cooperation. Partners include, among others, the European Evaluation Society (EES), the Society for Evaluation (DeGEval e.V.), and the Global Evaluation Initiative (GEI).

Through its comprehensive evaluation reports and publications, which are freely accessible on the DEval website, the institute contributes to transparency and knowledge transfer in development cooperation. DEval thus supports not only policymakers but also the general public by making complex development policy issues understandable.
