Strengthening structures." is a cross-departmental funding program of the federal government that focuses on promoting culture, participation, and democracy in rural, particularly structurally weak rural regions in Germany. The program is initiated and implemented by the Federal Government Commissioner for Culture and Media (BKM), the Federal Ministry of Food and Agriculture (BMEL), and the Federal Agency for Civic Education (bpb) in collaboration with the Federal Ministry of the Interior and Community (BMI).
Mission and Values
editThe main mission of Aller.Land is to empower people in rural areas and provide them with the opportunity to develop and strengthen their local communities through participatory cultural projects in the long term. The program relies on the active participation of the population to solidify democratic structures locally and to promote cultural, artistic, and creative projects that improve coexistence in rural areas.
Key Products and Services
edit- Development and Implementation of Cultural Projects: The program supports up to 100 rural regions in a one-year development phase and up to 30 regions in a five-year implementation phase. Cultural participation projects are designed and implemented to establish long-term structures.
- Regional Design Funds: Regional design funds are available to the regions, which can be used for participatory cultural projects in connection with political education, democracy work, and regional development.
- Network Building and Networking: The program promotes the formation of multifaceted networks between municipalities, states, and the federal government as well as civil society to develop innovative and sustainable solutions.
- Development Workshops and Process Support: Regular development workshops and process support provide regions with the opportunity to exchange experiences and test new methods and approaches[2][4].
Sustainability Goals and Initiatives
edit- Long-term Support: The program is designed for a period of six years to establish long-term and sustainable structures in rural regions.
- Co-financing and Partnerships: The selected regions participate with co-financing, and the program is supported by funds from the federal program for rural development and regional value creation (BULEplus) as well as by the bpb.
- Promotion of Democracy and Political Education: By promoting culturally-political educational offerings, democracy-promoting dialogues, and other participatory formats, democracy is strengthened locally[2][3][4].
Organization and Sponsorship
editThe Aller.Land program office, located in Leipzig and operated by the project managers bakv gGmbH, is responsible for the organization, implementation, and communication of the funding project. The office supports the regions in all phases of the program and ensures close cooperation between the various stakeholders[2][4].
"Aller.Land" is a vibrant example of how rural regions can be strengthened and made future-proof through joint efforts and strong participation of the local population.
