The Help Localization Facility (“HLF”) is a global programme aiming to develop, provide and manage an innovative financing instrument that will provide local organisations long-term access to high-quality, flexible financing for their humanitarian project work. Additionally, our organization will provide tailor-made support and capacity-building to the implementing partner organizations. The development of this instrument should be participatory and is therefore part of the programme. The position holder is responsible for the technical, content-related, qualitative and strategic management of the global programme in cooperation with the Programme Management & Controlling and regional and local offices and colleagues, the merging of individual funded projects within the programme and the overarching reporting to the donor as well as for the overall programmatic development of programme components.
The area of responsibility:
- Lead the overall programmatic design and implementation of the financing instrument in a participatory approach ensuring alignment with organizational priorities and the global localization agenda.
- Ensure effective integration of programmatic aspects to create a coherent and sustainable financing mechanism for local partners.
- Provide strategic guidance and decision-making on programme direction, ensuring the programme remains innovative, responsive, and relevant within the humanitarian sector.
- Establish programmative criteria for funding allocation, monitoring, and reporting in collaboration with relevant stakeholders.
- Co-Lead the development of key programme deliverables, such as funding frameworks, operational guidelines, and policy recommendations in coordination with Programme Management and Controlling, ensuring they reflect the needs of local actors and the humanitarian community
- Lead the development and submission of high-quality programmatic reports, including narrative and impact reports, to internal management, donors, and other stakeholders.
- Ensure that reporting processes are robust and align with both organizational requirements and donor expectations, highlighting key achievements, challenges, and lessons learned.
- Ensure the programme maintains a high level of accountability to local partners and beneficiaries, promoting participatory approaches and continuous feedback mechanisms.
- Manage the programmatic oversight of the instrument, ensuring transparency, accountability, and impact reporting.
- Foster a collaborative and inclusive team environment, ensuring effective communication and knowledge sharing across programme staff.
- Identify potential operational risks to the programme’s success and develop mitigation strategies to address them.
- Collaborate and communicate with donors, partners, government agencies. Especially regarding close contact to donor HQs in Germany, Europe and worldwide.
- Participate and represent the organization at relevant or assigned coordination meetings (e.g. AA), working groups (e.g. VENRO) and events

- A degree in social sciences or another degree programme related to the field of humanitarian aid and development cooperation;
- At least 3 years of relevant work experience in a development cooperation organization;
- Affinity and demonstrable points of contact with the topic of localization in the context of humanitarian aid
- Experience in the coordination of global programmes
- Experience in working with national and international donors such as s GFFO, BMZ, ECHO, EU, UN etc.
- Experience in developing, planning and implementing projects and programmes. It is important to us that you are confident in writing project proposals and reports and can see the big picture;
- You can apply your theoretical knowledge of (inter)national standards and principles in our field of work to your day-to-day project work;
- Fluency in English (C1) in combination with German (B2)
