    Intro

    The Help Localization Facility (HLF) is an innovative global programme aiming to develop, provide and manage an innovative financing instrument that will provide local organizations long-term access to high-quality, flexible financing for their humanitarian project work.

    Tasks

    • Support the design and implementation of the financing instrument in a participatory approach.
    • Serve as the focal point for localization efforts, driving the organization’s agenda on localization in the humanitarian sector.
    • Advocate for the importance of direct funding and capacity-building support for local actors within global networks.

    • Build and maintain strong partnerships with local organizations, donors, international NGOs, and humanitarian agencies.

    • Conduct research and analysis on emerging trends in humanitarian financing, localization, and partnership models.

    • Represent the organization in conferences, events, and meetings to advocate for the localization agenda.
    • Collaborate closely with internal teams (e.g., finance, programmes, advocacy) to ensure coherent strategy implementation on localization.
    • Support effective monitoring, evaluation, and learning (MEL) processes for all localization initiatives of the organization.
    • Provide regular updates and reports to senior management on progress, challenges, and opportunities.
    • Foster a collaborative and inclusive team environment, ensuring effective communication and knowledge sharing across programme staff.

    Requirements

    • Advanced degree in international development, humanitarian studies, public policy, or a related field.
    • 5+ years of experience working in the humanitarian sector, ideally with a focus on localization.
    • Experience in building and managing partnerships with local NGOs, civil society organizations, and other humanitarian actors.
    • Prior experience engaging with global policy networks and influencing humanitarian localization discourse is highly desirable.
    • Ability to lead complex localization initiatives and influence global and local stakeholders to drive change.
    • Strong skills in networking, relationship management, and cross-sector collaboration, particularly with local actors.
    • Proven ability to develop advocacy materials and communicate effectively with high-level stakeholders.
    • Demonstrated experience in designing and implementing capacity-building initiatives for local actors.
    • Ability to work effectively in diverse and multicultural environments with a deep understanding of local contexts and challenges.
    • Strong commitment to the principles of localization and the empowerment of local humanitarian actors.
    • Excellent organizational skills, with the ability to manage multiple priorities in a fast-paced environment.
