Intro
RAND is seeking highly motivated quantitative cost analysts and cost estimators to support RAND’s work across various research areas including national security, homeland security, education, health, criminal and civil justice, environment, and other policy areas. The Cost Analyst/Estimator will apply their expertise in cost analysis to support federal government policy decision-making through rigorous analytic methods and contribute to multidisciplinary project teams.
Tasks
- Contribute to the development of research approaches to solve complex government policy problems
- Execute key project tasks within an area of substantive training or experience required by the research project

- Assist in communicating research results to decision-makers
Requirements
- Master’s degree with at least 2 years of relevant professional experience, or bachelor’s degree with at least 5 years of relevant professional experience
- Demonstrated technical or methodological skills in cost analysis or estimation
- Certification as a Professional Cost Estimator/Analyst
- Experience in system engineering techniques for estimating costs
- Knowledge of cost databases or other data sources
- Experience in creating cost estimates and performing cost uncertainty analyses
- Strong understanding of regulatory processes and economic analyses
- Excellent analytic skills and ability to communicate effectively in English
- Ability to work effectively in a multi-disciplinary team
