    Project description

    The Water, Sanitation and Waste Management department aims to help our partners in the water and environmental sectors in developing countries become more agile and equipped to respond to today’s challenges. We do this by implementing projects that use public-private cooperation, systems thinking and data-driven approaches to advance the 2030 development goals.
    We view water as an enabler and impact-multiplier that has the potential to generate positive spillover effects across SDG agendas, revitalize jobs and ensure global health, rather than a rival for limited resources. This requires innovative ideas, new models of collaboration, fresh approaches to mobilize and channel investment and technology solutions at scale and speed.
    Therefore, we are looking for experienced water experts who can lead and shape projects in technology, finance, institutional strengthening and multi-sector partnerships that address the systemic gaps and inequities in our global water systems. We are looking for experts with a track record of catalyzing multi-sectoral leadership to support collective action, advancing latest insight and policy in water sector development, and a deep understanding of the risks and opportunities that water presents for a successful transition to a green economy.

    Job description

    We are currently seeking a highly experienced and knowledgeable Water Sector Reform Expert to join our team. As a Water Sector Reform Expert, you will play a critical role in the implementation of development cooperation projects focused on water sector reform in developing countries. Your expertise in the transposition of the Water Framework Directive or the Urban Wastewater Directive will be invaluable in driving sustainable and effective water management practices.

    Responsibilities:

    • Facilitate and coordinate high-level multi-sector stakeholders to develop a cohesive strategy for transforming the water sector, leveraging the strengths of diverse partners.
    • Lead and oversee the implementation of water sector reform projects in developing countries, ensuring effective delivery and measurable impact.
    • Collaborate closely with ministries responsible for water and sanitation to develop comprehensive reform strategies that address key challenges and align with national development priorities.
    • Apply your expertise in international standards such as the Water Framework Directive or the Urban Wastewater Directive to ensure compliance and guide the adoption of best practices.
    • Conduct comprehensive assessments of existing water management systems, identifying gaps and opportunities for improvement, and develop customized reform plans.
    • Provide expert technical assistance, capacity building, and training to government officials and stakeholders involved in water sector reform, enhancing their knowledge and skills.
    • Foster collaboration among multidisciplinary teams to design and implement innovative approaches for water resource management, water quality improvement, and sanitation services.
    • Establish robust monitoring and evaluation frameworks to track the progress of reform projects, identify bottlenecks, and recommend necessary adjustments for successful outcomes.
    • Stay abreast of emerging trends, best practices, and policy developments in water sector reform, actively sharing knowledge with the team and stakeholders.
    • Advocate for the integration of social, economic, and environmental considerations in water governance, promoting sustainable and inclusive water management practices.

    Qualifications

    • Minimum of 8 years of professional experience in water sector reform, preferably in developing countries. Experience working with multi-sector stakeholders, government agencies, and international organizations is highly desirable.
    • Education: Master's degree in a relevant field such as Water Resources Management, Environmental Engineering, Civil Engineering, Water Governance, or a related field is required. Specialization in water policy, water law, or international development is a plus.
    • Extensive knowledge and understanding of water governance principles, policies, and best practices, including international standards such as the Water Framework Directive or the Urban Wastewater Directive. Familiarity with water resource management, water quality improvement, and sanitation services is essential.
    • Proven record of accomplishment of providing services in the implementation of water sector reform projects.
    • Strong facilitation and collaboration skills to engage and coordinate high-level multi-sector stakeholders, building consensus and driving transformative change. Excellent communication and interpersonal skills to work effectively with government officials, civil society organizations, and community representatives.
    • Extensive experience working closely with government ministries responsible for the water and sanitation sector.
    • Up-to-date knowledge of emerging trends, best practices, and policy developments related to water sector reform, water governance, and sustainable water management.
    • Proven track record in providing technical assistance, capacity building, and training to government officials and stakeholders involved in water sector reform initiatives. Experience in knowledge transfer and promoting learning networks is desirable.
    • Excellent analytical and problem-solving skills, with the ability to develop and implement effective reform strategies.
    • Ability to conduct thorough assessments of existing water management systems, identify gaps, and develop tailored reform plans.
    • Strong communication and interpersonal skills to effectively engage with stakeholders at various levels.
    • Ability to work in diverse cultural and institutional contexts, including developing countries with challenging environments.
    • Willingness to travel frequently to project sites in developing countries.
    • Proficiency in English is essential, both written and verbal. Fluency in additional languages relevant to the region of focus (e.g., French, Spanish, Arabic) is an advantage.
