About the Role - 1 Year, Full-Time Fixed Term Employment Contract
Germany plays a critical role in global development, consistently ranking among the top donors for Official Development Assistance (ODA). However, in the wake of the recent political developments including upcoming snap elections in February 2025, shifting political priorities and global crises, Germany’s commitment to ODA and its leadership in international development face increasing pressure. Global Citizen seeks a strategic, experienced, and motivated Senior Policy, Advocacy, and Government Relations Manager to drive impactful campaigns, with a particular focus on development finance advocacy.
This role will drive impactful campaigns with a particular focus on development finance advocacy. It will also manage Global Citizen’s biggest policy campaign in Germany—the Global Disability Campaign—and be responsible for the delivery of all grants across Germany, ensuring alignment with organizational goals and maximizing impact.
Key responsibilities:
The Senior Policy, Advocacy and Government Relations Manager will be responsible for and leading on:
Government Relations and Advocacy Strategy (50%)
- Design and implement a comprehensive government relations strategy in Germany, aligning with EU, G7, and G20 advocacy objectives.
- Monitor legislative and political developments related to ODA, climate finance, international financial architecture, global health, and food security.
- Provide expertise to influence policy decisions and ensure Germany maintains its commitment to the 0.7% ODA target.
- Build and maintain relationships with MPs, government officials, and other political stakeholders in Germany.
- Facilitate participation of German government officials, particularly at the ministerial level, in Global Citizen events and platforms.
- Represent Global Citizen in local and regional coalitions and foster partnerships with NGOs and thought leaders.
Grant Management (30%)
- Responsible for the successful delivery of grants related to the Global Disability Summit and Campaign, ensuring compliance with donor requirements and organizational goals.
- Oversee relationships with key partners, including the German government and civil society, ensuring alignment and successful execution of shared objectives.
- Manage delivery and coordination across Global Citizen's initiatives to maximize impact and efficiency.
- Responsible for delivering on grants in Germany (beyond key grant German ODA), including: Gavi Replenishment, European Climate Foundation, Energy transition campaign and renewables (also across the African continent).
- Develop project plans, allocate resources, and track progress against established goals. Provide day-to-day oversight on grant activities and, where appropriate, connect deliverables across GC’s broader grant portfolio in Europe.
- Develop compelling proposals for future funding, highlighting alignment with donor priorities.
Stakeholder and Relationship Management (10%)
- Represent Global Citizen in coalitions and foster partnerships with NGOs and thought leaders throughout Germany and Europe
- Lead on CSO network “Advocacy hub” and manage the relationship with the implementing partner.
- Facilitate potential partnerships and collaboration with stakeholders, ensuring alignment and successful outcomes for campaigns and grant initiatives.
Research and Analysis (10%)
- Conduct in-depth research and analysis on critical policy issues, including ODA, disability inclusion, climate finance, and international financial systems reform.
- Provide actionable insights to inform public-facing campaigns and advocacy efforts.
- Develop briefs and talking points on policy issues aligned with Global Citizen's broader global advocacy objectives, particularly as it relates to Germany and Europe
- Provide strategic support for policy projects, ensuring timely delivery of goals, especially within the European context.
Requirements:
The ability to work independently as well as collaboratively in a matrixed organization is key. This role will work closely with the broader Global Policy and Advocacy team, interface with governments and stakeholders, and report on campaign commitments. Expertise in project management, data management, and excellent communication skills will contribute to the impactful work of Global Citizen in defeating poverty, defending the planet, and demanding equity.
- Bachelors/ Masters Degree in development, economics, public health, international relations, or related fields.
- 4+ years of Knowledge and experience with non-governmental organizations, governments, social impact, international institutions, United Nations agencies, and/ or non-profit organizations required
- Previous experience with policy work on development finance and related issues (climate finance, reform of the global financial system, taxation).
- Experience with project management
- Experience with data management, monitoring, and evaluation
- Strong written, verbal, and interpersonal communication skills
- Excellent organizational skills
- Attention to detail and follow-through
- Ability to manage projects with professionalism and discretion
- Capacity to work under pressure and meet deadlines
- Proficient in English and German
- Highly proficient in MS Office, Excel, Google Suite, Salesforce
- Ability to work independently, as well as part of a team
