    ELIGIBILITY:

    This position is advertised to internal and external applicants. Candidates must be legally present in Honduras at the time of application, recruitment, and hire. Only Honduran citizens or candidates legally present in Honduras will be considered eligible.

    General Background:
         
    Honduras is characterized by a situation of protracted internal displacement due to violence. It continues to be affected by high levels of violence representing a challenge in terms of protection and assistance. Despite the fact that forced displacement was recognized by the Government in 2013, an adequate response remains a challenge due to: i) multiple flows of people within the same high-risk zones (people at risk of displacement, IDPs, deportees, and the population as a whole); ii) high-risk cases unable to access international protection; iii) a crisis of rule of law due to governance problems that inhibit an adequate response to human rights violations and widespread violence mainly, but not exclusively, in urban settings.

    The Government faces the challenge of strengthening its governance structure and overcoming issues of corruption and impunity. The country has one of the highest numbers of gangs (maras y pandillas) per territory, and they are mostly located in urban areas in Tegucigalpa, San Pedro Sula, and La Ceiba, exercising territorial control over most of the neighborhoods. The situation has worsened since 2000 when Honduras became a key narcotraffic route in the Central American Region.

    Regarding mixed movements, the reformulation of migration routes in the past 5 years alongside Honduras' geographic position means that there are continuous flows of people in transit. Honduras is also a reception country for refugees and asylum seekers. This condition takes special relevance after the political crisis in Nicaragua in 2018 that created an increased need of protection in the region. Honduras adhered to the Comprehensive Regional Protection and Solutions Framework (known as MIRPS in Spanish) in 2017.

    IDPs and returnees living in high-risk communities share similar obstacles to access employment and self-reliance opportunities due to a stigmatization process based on the place of residence and the age. In 2017, UNHCR introduced the Protection Transfer Arrangement (PTA), a regional resettlement program. IDPs who have been persecuted and/or are at high risk of future persecution are identified and evaluated in Honduras and submitted to different RST countries.

    Purpose and Scope of Assignment:

    All UNHCR affiliates are accountable to perform their duties as reflected in their terms of reference. They do so within their delegated authorities, in line with the UNHCR Policies and Administrative Instructions on Managing Affiliate Workforce as well as relevant accountability frameworks. In addition, affiliates are required to discharge their responsibilities in a manner consistent with the core, functional and cross-functional competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

    Duties and responsibilities:

    - Produce photo, audiovisual, and multimedia products according to UNHCR's graphic line in close coordination with the Associate Communications Officer / Communications Associate of UNHCR Honduras.
    - Assist with the production of information materials for public awareness campaigns and for the preparation of in-house bulletins, reports, newsletters and other information.
    - Provide support to the communications team in the quality control of products and content produced by partners in accordance with UNHCR's brand manual.
    - Assist with classifying and maintaining adequate stock of PI materials and promoting sale of merchandise where appropriate.
    - Provide support with maintaining up to date the catalogue of PI material and refugees media.
    - Liaise with printers concerning brochures and publications published by the office.
    - Follow-up on administrative and logistical arrangements to organise press events and others related, such as workshop and conferences.
    - Perform other related duties as required.

    Monitoring and Progress Controls:

    The UNOPS Contractor will be required to:
    - Timely delivery of audiovisual, graphic design, and motion graphic materials according to weekly planning of content production.
    - Catalogue of PI and refugees media up to date with the latest materials produced to be revised bimonthly.
    - Timely planning of World Refugee Day activities in the cities assigned as focal point.
    - Tracking of communication products delivered to units and follow up on delivery plans.

    Qualifications and Experience:

    a. Education:
         
    Communications, Graphic Design, Journalism or other relevant field.

    b. Work Experience:

    1-year relevant experience with High School Diploma; or Bachelor or equivalent or higher

    - Communications

    - Journalism or another relevant field.

    Relevant Job Experience:

    Essential:
    - Excellent computer skills and knowledge of MS Office applications. Excellent drafting skills.

    Desirable:
    - 1-year of experience in Graphic Design, Communications, Journalism or other related field.
    - Experience in the production of audiovisual content (video recording, editing and motion graphics).
    - Experience in graphic design (flyers, posters, documents, infographics, magazines, other related).
    - Adobe Cloud, especially Premiere, Illustrator, InDesign, After Effects, Photoshop.
    - Experience working with any Program, Fund, or Agency of the United Nations.

    Language Requirements:
    Native level in Spanish is essential. Working knowledge in English is desirable.
